Sticky scuppers

My Sea Chaser has built in scuppers. My problem is that they continually get stuck in the open position and I often get 1 -2" of water in the rear of the boat.

I've tried keeping them flushed out and even sprayed silicone down the tube. They still stick. Any suggestions?

Can you post a picture of the scupper? Which one is it?

CAN YOU PLUG THEM FROM THE INSIDE OF THE BOAT ?
